为深入贯彻落实《全民科学素质行动计划纲要》,加强对全区广大青少年科学探究和创新实践能力的培养,打造“学在包河” 和“全国一流教育名区”,为“安徽新中心、品质首善区” 培育优秀科技后备人才,研究决定,举办2017年包河区第十二届青少年科技创新大赛,现将有关事宜通知如下。

一、大赛宗旨:培养青少年的创新精神和实践能力,为建设安徽新中心,品质首善区培养和挖掘具有创新精神和创新能力优秀科技后备人才。

二、大赛主题 :创新 体验 成长

三、大赛内容 :包括学生科技创新成果竞赛、科技辅导员科技创新成果竞赛、青少年科技实践活动、青少年科技创意比赛4部分内容。

1、学生科技创新成果竞赛。青少年科技创新成果竞赛,包括数学、物理与天文学、化学、动物学、植物学、微生物学、生物化学与分子生物学、医药与健康学、环境科学与工程、计算机科学与信息技术、工程学、能源学、行为与社会科学等十三个学科。

2、科技辅导员科技创新成果竞赛。分为科技发明类、科教制作类和科技教育方案类三项。

科技发明类:分为发明项目、实用新型项目、外观设计项目三种。

科教制作(展教具)类:分为数学、物理、化学、生物及其它类共五种教学类科教制作项目。

科技教育方案类:由本人设计的青少年科技教育方案。

3、青少年科技实践活动比赛。

4、青少年科技创意比赛。青少年自主提出的科学假设、奇思妙想或解决思路。要具有独特的想法和创新思维。仅限自然科学领域,不包括社会科学领域。

作品要求科学性:建立在科学知识的基础上,符合科学原理;创新性:创意新颖、思路独特、设计巧妙;可行性:在一定条件下,通过进一步研究有可能被证明、实现或转化为实际应用。参赛形式参赛者需填写《青少年科技创意竞赛申报书》。

《科技创意申报书》中需对科技创意作品的主要内容、运用的科学原理、创新点、理论价值或应用价值等进行文字叙述(500字以内),可以配以图片、视频或实物模型等作为辅助说明。

四、参赛要求

1、严格规范竞赛工作。坚持“自己选题、自己设计和研究、自己制作和撰写”的“三自原则”,坚持“科学性、创新性、实用性”的“三性原则”。

2、注重能力培养。注重青少年科学探究和创新实践基本能力的培养。倡导青少年主动进行研究性学习,主动探索身边的科学问题。鼓励和发掘青少年质朴的原始创新意识。强调和提倡青少年主动发现、自主研究、自主创新。

3、作者人数规定。青少年科技创新成果竞赛项目的作者不得超过3人,项目辅导老师不得超过3人;科技辅导员项目和青少年科技创意比赛只接受个人项目;2名(含2名)作者以上的项目视为集体项目,包河区上报合肥市集体项目不超过3项。“青少年科技创新成果竞赛”的参赛者,可同时申报“青少年科技创意竞赛”,但不能以同一作品进行申报。

4、青少年科技创新成果和辅导员作品。

1)每名申报者在一届大赛上,只能申报一项科技创新成果竞赛项目(包括集体项目)。

2)申报者所申报的项目必须是从2016年7月1日后完成的。

3)申报书不能与研究报告等其他申报材料装订在一起,否则视作不合格申报。

4)查新报告:所有参赛项目应提供查新报告,其中技术发明要提供专利查新报告。查新报告的格式会在申报表中体现。选手必须对类似论文或项目进行检索,并说明自己的项目与他人的论文或项目相比有哪些创新之处。

5)评审标准。作品按照自主选题、自己研究、自己撰写、科学性、创新性、实用性“三自三性”要求。

6)科技辅导员创新项目应附说明项目原理、用途、改进点等的材料和项目实物照片。

五、组织实施

1、申报要求。本届大赛只接受包河区属地、驻区学校的在籍在册学生。

2、区级初评。根据大赛要求,对项目进行初评,选拔优秀作品参加区级决赛。

3、区级决赛。区级决赛的项目需要制作展板,选手参加评委现场封闭问辩和观众公开问辩。决赛计划于2017年12月中下旬举办,具体安排另行通知。

4、表彰奖励。本届大赛根据竞赛项目数量按比例设一、二、三等奖和优秀组织奖,获奖项目将在局网站公示一周,对获奖项目颁发获奖证书。对于大赛一等奖作品,将推荐参加合肥市青少年科技创新大赛。

六、作品申报

1、学生竞赛项目。作品1份、申报书1份、查新报告1份(同时报电子版,每个作品建一个文件夹,文件名称:县市区+学校+项目名称)。

2、教师竞赛项目。作品1份、申报书1份、查新报告1份(同时报电子版,每个作品建一个文件夹,文件名称:县市区+学校+项目名称)。

3、学生科技实践活动。作品1份、附件1份(电子版同时报送)。

4、青少年科技创意比赛。作品1份、申报书1份(同时报电子版,每个作品建一个文件夹,文件名称:县市区+学校+项目名称)。在校生1000人以下,每校限报15件;在校生2000人以下,每校限报20件;2000人以上学校,每校限报30件。 “青少年科技创新成果竞赛”的参赛者,可同时申报“青少年科技创意竞赛”,但不能以同一作品进行申报。

七、报送时间:

青少年科技创意作品,在2017年11月30日前报送。学生竞赛作品、教师竞赛作品、学生科技实践活动作品在2017年12月8日前报送。各校统一汇总后,将申报材料、各类作品汇总登记表(含电子版)报送区政府南楼414室,发明类作品实物无需上报。

1、 The purpose of the competition is to cultivate the innovative spirit and practical ability of young people, and to cultivate and excavate outstanding scientific and technological reserve talents with innovative spirit and ability for the construction of Anhui New Center and Quality First Good Area.

2、 Theme of the competition: Innovation, Experience, and Growth

3、 The competition includes four parts: Student Science and Technology Innovation Achievement Competition, Science and Technology Counselor Science and Technology Innovation Achievement Competition, Youth Science and Technology Practice Activity, and Youth Science and Technology Creativity Competition.

1. Student Science and Technology Innovation Achievement Competition. The Youth Science and Technology Innovation Achievement Competition includes thirteen disciplines, including mathematics, physics and astronomy, chemistry, zoology, botany, microbiology, biochemistry and molecular biology, medicine and health, environmental science and engineering, computer science and information technology, engineering, energy science, behavioral and social sciences.

2. Science and Technology Counselor Science and Technology Innovation Achievement Competition. It is divided into three categories: scientific and technological inventions, scientific and educational production, and scientific and technological education programs.

Technology invention category: divided into three types: invention projects, utility model projects, and appearance design projects.
Science and education production (exhibition teaching aids) category: divided into five types of teaching science and education production projects: mathematics, physics, chemistry, biology, and other categories.
Science and Technology Education Program: A youth science and technology education program designed by myself.

3. Youth Technology Practice Activity Competition.

4. Youth Science and Technology Creative Competition. Scientific hypotheses, creative ideas, or solutions independently proposed by teenagers. Have unique ideas and innovative thinking. Only in the field of natural sciences, excluding the field of social sciences.

The work requires scientificity: based on scientific knowledge and in accordance with scientific principles; Innovation: innovative, unique ideas, and cleverly designed; Feasibility: Under certain conditions, further research may prove, implement, or translate into practical applications. Participants are required to fill out the "Application Form for Youth Science and Technology Creative Competition".

The 'Application Form for Scientific and Technological Creativity' requires a textual description (within 500 words) of the main content, scientific principles applied, innovative points, theoretical value or application value of the scientific and technological creative work, which can be accompanied by pictures, videos, or physical models as auxiliary explanations.

4、 Entry requirements
1. Strictly regulate competition work. Adhere to the "Three Self Principles" of "choosing one's own topic, designing and researching oneself, and creating and writing oneself", and adhere to the "Three Self Principles" of "scientificity, innovation, and practicality".

2. Emphasize ability development. Pay attention to the cultivation of young people's basic abilities in scientific exploration and innovative practice. Advocate teenagers to actively engage in research-based learning and explore scientific issues around them. Encourage and explore the primitive innovative consciousness of young people. Emphasize and advocate for young people to actively discover, conduct independent research, and innovate independently.

3. Number of authors required. The number of authors for the Youth Science and Technology Innovation Achievement Competition project shall not exceed 3, and the number of project tutors shall not exceed 3; The Science and Technology Counselor Program and Youth Science and Technology Creative Competition only accept individual projects; Projects with 2 or more authors are considered collective projects, and no more than 3 collective projects reported by Baohe District to Hefei City. Participants in the "Youth Science and Technology Innovation Achievement Competition" can apply for the "Youth Science and Technology Creativity Competition" at the same time, but cannot apply for the same work.

4. Youth technological innovation achievements and counselor works.

1) Each applicant can only apply for one technology innovation achievement competition project (including collective projects) in a competition.
2) The project declared by the applicant must be completed after July 1, 2016.
3) The application form cannot be bound together with other application materials such as research reports, otherwise it will be considered as an unqualified application.
4) Novelty search report: All participating projects should provide novelty search reports, including patent novelty search reports for technological inventions. The format of the novelty search report will be reflected in the declaration form. Contestants must search for similar papers or projects and explain the innovative aspects of their own projects compared to others' papers or projects.
5) Review criteria. The work follows the requirements of self selection, self research, self writing, scientificity, innovation, and practicality.
6) The innovation project of science and technology counselors should be accompanied by materials and physical photos that explain the project principle, purpose, improvement points, etc.

5、 Organizational implementation
1. Declaration requirements. This competition only accepts registered students from schools located in Baohe District.
2. District level preliminary evaluation. According to the requirements of the competition, conduct preliminary evaluations of the project and select outstanding works to participate in the district level finals.
3. District level finals. The district level final project requires the production of exhibition boards, where contestants participate in on-site closed debates by judges and public debates by the audience. The final is planned to be held in mid to late December 2017, and the specific arrangements will be notified separately.
4. Commendation and rewards. This competition will set up first, second, and third prizes and excellent organization awards in proportion to the number of competition projects. The winning projects will be announced on the bureau's website for a week, and award certificates will be issued to the winning projects. For the first prize works in the competition, they will be recommended to participate in the Hefei Youth Science and Technology Innovation Competition.

6、 Work application
1. Student competition projects. 1 work, 1 application form, and 1 novelty search report (also submitted in electronic format, with a folder for each work, file name: county/city+school+project name).
2. Teacher competition projects. 1 work, 1 application form, and 1 novelty search report (also submitted in electronic format, with a folder for each work, file name: county/city+school+project name).
3. Student technology practice activities. 1 work and 1 attachment (electronic version submitted simultaneously).
4. Youth Science and Technology Creative Competition. 1 work and 1 application form (also submitted in electronic format, with a folder for each work, file name: County/City+School+Project Name). Under 1000 students on campus, each school is limited to 15 applications; There are no more than 2000 students on campus, and each school is limited to 20 applications; Schools with over 2000 students are limited to 30 applications per school. Participants in the "Youth Science and Technology Innovation Achievement Competition" can apply for the "Youth Science and Technology Creativity Competition" at the same time, but cannot apply for the same work.
7、 Submission time:
Youth technology creative works should be submitted before November 30, 2017. Student competition works, teacher competition works, and student technology practice activity works shall be submitted before December 8, 2017. After each school unifies the summary, they will submit the application materials and various works summary registration forms (including electronic versions) to Room 414, South Building, District Government. Invention works do not need to be reported in physical form.
