Guided by the collaborative "three modernizations" linkage, outward expansion, vertical and horizontal integration, and active "three-dimensional" cohesion through the internet, we aim to enhance the association's ideological leadership, mass organization, cultural dissemination, and international influence. We will work solidly for science and technology counselors, focus on target achievement performance, promote innovative development of science and technology counselor work, and unite and mobilize the majority of science and technology counselors to achieve a decisive victory in building a moderately prosperous society in all respects Make new contributions to building an innovative country.
1、 Strengthen organizational strength, develop and strengthen the team of science and technology counselors, unite and unite science and technology counselors to promote the development of youth science and technology education
1. Based on the "Professional Standards for Youth Science and Technology Counselors (Trial)", organize council units and other relevant units with a certain work foundation to carry out pilot work on the level certification of science and technology counselors' professional level. On the basis of the pilot work, improve the evaluation system and standardize the process, and issue the "Professional Level Certification Measures for Youth Science and Technology Counselors (Trial)" and implementation rules.
2. Actively develop professional branches of the association. Based on the development trend of science and technology education and social needs, establish a professional committee. Wider contact with technology and education experts to enhance the professional and academic nature of the association, promote the expansion of the association's educational work in related professional fields, and serve and promote the professional development of technology counselors.
3. Strengthen the membership team and improve service levels. Fully leverage the role of governing units, professional committees, and training bases to develop and strengthen association organizations. Strengthen the development of association members through various means such as training, activities, and publicity. Strive to develop 1500 new individual members in 2018. Improve the membership service management system and use information technology to improve work efficiency and service level. Further enrich the content of member services and provide diversified and practical scientific education resource services based on the professional development and work needs of members.

2、 Build a training system for science and technology counselors that adapts to the new era, and enhance the professional ability and quality of the team of science and technology counselors
4. Strengthen the construction of technology counselor training bases. In 2018, it is planned to cultivate 6-7 national youth technology counselor training bases, and strengthen the promotion and work exchange of 21 existing training bases. Encourage and guide the training base to participate in the training work, course development, and science popularization activities of the association and various governing units. Expand the training team of the association based on experts from the training base. Encourage and support council units to build provincial-level science and technology counselor training bases.

5. Strengthen the construction of training courses. Guided by the "Training Outline for Youth Science and Technology Counselors (Trial)", combined with the actual work needs of science and technology counselors and the development trend of science and technology education and youth science and technology innovation activities, integrate and develop a series of training courses, and build a course resource library.
6. Vigorously carry out online and offline technology counselor training, promote grassroots technology counselor training, and improve the three-level training system. Relying on the "Technology Counselor Online Learning Platform" to carry out online training such as MOOCs and WeChat courses. Vigorously carry out offline training for backbone technology instructors on topics such as creative programming and intelligent design, scientific performance, and STEM education. Continue to implement the "sending training to the grassroots" project, providing precise training services for science and technology counselors in revolutionary old areas, ethnic areas, border areas, and poverty-stricken areas. Support council units to expand the scale and level of training for science and technology counselors at the county and city levels, and guide all sectors of society to actively participate in the training of science and technology counselors.

3、 Building a high-level and high-level platform for domestic and international scientific and technological education exchange and cooperation

7. Hold the Youth Science and Technology Education Expo and the Annual Meeting of the China Youth Science and Technology Counselor Association. Upgrade the science and education forums, teacher workshops, and other activities organized by the association during the National Youth Science and Technology Innovation Competition to a youth science and technology education expo and association annual meeting with rich content such as academic forums, workshops, and science and technology education resource exhibitions. Invite domestic and foreign science education experts and institutions to participate, build a new platform for the exchange of science and technology counselors and the participation of various sectors of society in youth science and technology education cooperation, and create a new brand for domestic science and technology education display and exchange.

8. Carry out international exchange activities in science and technology education. During the World Public Science Quality Promotion Conference held by the Chinese Association for Science and Technology, we hosted a special forum on international scientific education exchange and cooperation. Jointly held the "the Belt and Road" International Forum on Science Education, the second "the Belt and Road" Youth Maker Camp and Teacher Seminar with the Youth Science and Technology Center of the Chinese Association for Science and Technology. Continue to support the STEM World Expo activities.
9. Do a good job in the application, evaluation, and display of the scientific and technological education innovation achievements of the counselors in the 33rd National Youth Science and Technology Innovation Competition. Continue to organize the 26th National Youth Science and Technology Counselor Thesis Collection Activity.
10. Collaborate with units such as the Youth Science and Technology Center of the Chinese Association for Science and Technology to carry out science popularization activities such as creative programming, scientific imaging, and scientific performances.

4、 Exploring a New Mode of Utilizing Information Technology to Carry out Science and Technology Education Resource Services
11. Continue to carry out the pilot work of "Science Popularization China Campus E-Station" resource service, and provide online and offline technology education and science popularization activity resources for 100 "Science Popularization China Campus E-Station" resource service demonstration points. Explore effective models for remote interactive course resource services using cloud classrooms, and provide one-on-one and one-to-many video interactive courses for some demonstration sites. Enrich the cloud platform service resources of science popularization Chinese campus e-stations, and better provide high-quality online resources for various science popularization Chinese campus e-stations nationwide.
12. Continuously improve the online learning platform for science and technology counselors, explore content and methods suitable for mobile course learning services, fully utilize the professional columns of China Science and Technology Education magazine and the association's WeChat platform, and do a good job in providing content services for mobile learning for science and technology counselors.
5、 Deeply study, promote and implement the spirit of the 19th National Congress of the Communist Party of China, vigorously strengthen team building, and enhance service capabilities
13. Comprehensively study, promote and implement the spirit of the 19th National Congress. We will make learning, promoting, and implementing the spirit of the 19th National Congress of the Communist Party of China the primary political task, fully leverage the role of the association's party organization, enhance the political capacity and ideological leadership of the association's party committee and secretariat branches, and promptly and widely promote and implement the party's line, principles, and policies.
14. Further accurately grasp the requirements of the responsibilities and missions of associations in the new era, deepen the reform of the association's governance structure and methods, and continuously improve service capabilities and social influence. Relying on various work committees, professional committees, members of governing units, unit members, individual members, and association members, we will innovate our work mechanisms, strengthen work collaboration, and jointly provide diverse, rich, and more accurate resources and services for science and technology counselors. Guide the cadres of the Secretariat of the Association to adapt to the requirements of the new era, clarify their responsibilities and missions, emphasize work effectiveness, learn from work, practice in work, and win in work, continuously enhancing their work ability and level.
